Çox təəssüflə, qeyd etməliyik ki, İran İslam Respublikasının yetgililərı dörd Güney Azərbaycan yeniyetmələrini (yaş: 14-16) tutuqladılar. Tutuqlamalar 21 Septambr 2006-dan bəri baş vermiş və aydındır ki, bunlar 23 Septambr 2006-da milli ölçüdə aparılan kampaniya ilə ilgilidir. Bu isə Güney Azərbaycanlıların ana-dilində eyitməkdənsə, zorakı yad Fars dilində eyitilmələrindən irəli gəlir. Bizim Komitə indicə Kampaniya ilə ilgili bir raport buraxmışdır və bu yeniyetmələrin dosyesi orada qeyd olunur (bax: 391/2006 Tarix: 29 Septambr 2006). İndi biz bu yeniyetmələr ilə ilgili olan verilənləri toplayıb şikayətimizi əsaslandırmaq üçün səhmanlamışıq. Bu dosyelərin birgə təfsilatı aşağıdakı cədvəldə təqdim olunur. Səhmanlanmış bilgi əsasında biz şikayətimizi təqdim edirik.

Başlıca verilənlər qarşınızdadır. Amnesty International Ümumi Bəyaniyyəsində (MDE 13/108 – Tarix: 25 Septambr 2006) Məhəmmədrza və Murtuzanı  vicdan dustağı olaraq qeyd etmişdir. İnanırıq ki, Sina və Arəş- də bu durumda qeyd oluna bilərdilər əgər gərəkən verilənlər vaxtlı ikən əllərinə çatsaydı. Bu qurum bəyaniyyəsini 25 Septambrda buraxmış, lakin 23 Septambrda tutuqlanan yeniyetmələrin xəbərlərini 25 Septambrda duyuqlamışlar (detected).

 

Şəxsən qeyd etməyə yeri var ki, 14 yaşlı bir oğlan çocuğuna vicdan dustağı diyə müraciət etmək adama dərindən toxunur. Axı dünya əfkari umumisi və dünyadakı insan haqlarına nə gəlmiş ki, bunların tutuqlanmarı barədə bu zay ünsürlər qarşısında əmələ girişmək olmaya? Əminik ki, bu dörd oğlan uşaqları dünyanın başqa yerindəki yaşıdlarına tay-tuşdurlar: dibinə-gedən, qayğılı, duyğun və maraqlı. Onlar çoxlu sorğu-sual edib də tez-tez fikirlərini dəyişə bilərlər və eləcə də futbol və bilgi-sayar oyunlarından daha həzz apara bilərlər.  Onların yerləri ata-analarının sevgiləri yanında evləridir, nəyin ki, elə bir adamların ixtiyarında ki bunlar savab diyə əl kəsərlər, vicdan dustaqlarını qamçılayarlar və günahsız insanları işgəncəyə məruz edərlər. Bu rəsmi məktubda duyğusal olduğumuza görə üzr istəyirik.

 

Bu vasilə ilə bu dosyedəki adları çəkilən dörd oğlan uşaqlarının insan haqları tapdanmaları barədə şikayətimizi bir yerdə edirik. Bizim vahiməmiz var ki, bu yeniyetmələrə qarşı təzyiq yürüdülsün, yaxud işgəncəyə məruz qalsınlar. Bu isə onların gəlişməkdə olan şəxsiyyətləri daimi zədələnə bilər. Məhz bunun ağırlığı üçün, gerçək-axtarma ( araşdırma) təmsilçi göndərmənizi xahiş edirik. Bunun üçün sizi tələsdiririk ki, vaxt itirmədən və şərtsiz bu uşaqların buraxılmaları üçün ciddi addım atılsın və onlar davamlı zədələnmə ehtimalına qarşı yoxlaısınlar.

 

Ürəyimiz açıqdır ki, dosyenin ağırlığı sizə aydındır; şikayətimiz sizin tədbirinizi tətikləyəcəkdir; hələ İran yetgililəri bu uşaqları buraxsalar da, insan haqlarının pozulmasına qarşı siz etirazlarınızı hər halda bildirəcəksiniz. Dear sir/madam,

 

Re    COMPLAINT – FOUR SOUTHERN AZERBAIJANI TEENAGERS DETAINED BY IRANIAN AUTHORITIES

 

With much regret, we have to inform you that relevant authorities of the Islamic Republic of Iran has detained four Southern Azerbaijani teenage boys (age: 14 to 16). The detentions have taken place since 21 September 2006 and were evidently related to the nationwide campaign on 23 September 2006, protesting against education in the alien Farsi language instead of mother tongue of Southern Azerbaijanis. Our committee has just issued a report on the campaign, providing a background for the case of these teenagers (Ref.: 391/2006; date: 29 September 2006). We have now collated the relevant information on

these teenagers, compiled them in this letter towards the substantiation of a complaint. The collective particulars of this case are presented in the table below. As per compiled information attached herein, we hereby lodge a complaint against their detention.

The basic data are now before you. Amnesty International verified the case of Mehemmedrza and Murtuza, as prisoners of conscience, please refer to Amnesty International, General Statement, MDE 13/108/ on 25 September 2006. Although Sina and Aresh were arrested at the time of issuing the above statement, the news was not yet detected by the activists and therefore not available to Amnesty International, who would have almost certainly campaigned for all four of them.

 

On a personal note, it makes us deeply offended to even refer to a boy of 14 as a prisoner of conscience. What has come of the world and human rights in the world not to act against perpetrators of these detentions? We are confident that these four boys are just like any other boys in any part of the world: inquisitive, curious, engaged and interested. They would ask many questions and quickly change their mind every now and then but would enjoy their football or computer games more. Their place is in their home with their loving parents but not in custody of agents who regard it a virtue to amputate hands, lash prisoners of conscience and torture innocent individuals. We apologise for this outburst of emotion in this formal letter.

 

We therefore would like to lodge this formal complaint as a single case against the collective violation of human rights of the four teenagers named above. We fear that the risk of pressure exerted on or possibly torture inflicted into these teenagers are real and can inflict a permanent damage on their developing personality. Therefore, due to enormous gravity of the case, we would urge you to dispatch your fact-finding envoy to ensure the immediate and unconditional release of the boys and assess if they have suffered lasting damage.

 

We are positive that the gravity of the situation is clear to you; our complaint will trigger your effective action; and should the authority release the boys in the near future, you would still protest against such violations of human rights. We thank you in advance for your anticipated actions.

Following the gatherings of the people of Urmu to protest for not being educated in Azerbaijani Turkic in Southern Azerbaijani schools on 23 September 2006, a 16 years old student from Urmu was arrested by security agents of the Ministry of Intelligence. According to the news receieved, Sina MEDEDI Usalu, a 16 years old student is in the detention facility of Ministry of Intelligence. Security agents avoid responding to any question.

 

Also, coincident with these arrests another student was arrested in Sulduz in the evening of 23 September 2006, whose name is Aresh Mekkari.

 

It should be added that in the protests of 23 September 2006, a great number of protesters were dispersed by security agents. As the security agents refuse to respond to questions, it is not possible to obtain exact information on detainees. Also Resul Jeferi, journalist and from Urmu, should have been tried on 26 September 2006 but this was postponed indefinitely for unknown reasons.

The Detention of Mustafa Evezpur in Tebriz

 

Security agent of the Ministry of Intelligence in Tebriz entered Mr. Evezpur’s house without any warrant and arrested Mustafa, Murtuza and Mehemmedrza non 21 September 2006 at 6.00 a.m. Their books and computer was also confiscated. The agents also beat their father who wanted to resist the arrest of his children. So far there is no news on this university graduate and his younger brothers.

 

It should be mentioned that earlier the Branch 1 of the Revolutionary Court in Tebriz had issued earlier a summon calling them to the detention centre by the 20th of October for further investigations.

 

Mr Evezpur is one of the activists of the national movement of Southern Azerbaijan and he was detained in April 2006 together with his younger brothers. He was detained for 45 days in detention facilities of the Ministry of Intelligence in Tebriz and was released on bail.

در پی تجمع اول مهر ماه مردم اورمیه در اعتراض به عدم تدريس زبان ترکی در مدارس آذربایجان یک دانش آموز 16 ساله اهل اورمیه توسط نیروهای حفاظت اطلاعات نیروی انتظامی دستگیر شد. بر اساس خبر های دریافتی سینا مددی اوصالو دانش آموز 16 ساله از عصر روز شنبه اول مهر ماه در بازداشتگاه حفاظت اطلاعات نیروی انتظامی به سر مي برد و نیرو های امنیتی از جوابگویی به خانواده او خودداری می کنند.

همچنین عصر روز شنبه همزمان با این دستگیریها یک دانش آموز دیگر به اسم آرش مکاری در نقده بازداشت شده است. 

لازم به توضیح است که در اعتراضات اول مهرماه اورمیه تعداد زیادی از معترضین توسط نیروهای امنیتی بازداشت شده اند که به دلیل عدم پاسخگویی نیروهای امنیتی مکان و تعداد بازداشت شدگان دقیقا معلوم نیست. ضمنا دادگاه رسول جعفری خبرنگار اهل اورمیه که قرار بود امروز سه شنبه چهارم مهر ماه برگزار شود به دلایل نامعلومی به تعویق افتاده است.

بازداشت مصطفي عوض پور در تبريز

ساعت 6 صبح پنجشنبه 30 شهریور مامورين اداره اطلاعات تبريز بدون حكم وارد خانه آقاي عوض پور شده مصطفي، مرتضي و محمدرضا عوض­پور را بازداشت كردند.  همچنین كامپيوتر، مقداري كتاب و جزوه نیز توسط مامورين ظبط شده است. مامورين پدر آقاي عوض پور را كه سعي داشت مانع ورود غيرقانوني مامورين به داخل خانه شود، مورد ضرب و شتم قرار داده اند. تا حال هيچگونه خبري از وضيعت مصطفي عوض پور فارغ التحصيل دانشگاه آزاد اسلامي تبريز و برادرانش در دست نمي باشد.

 

 لازم به ذكر است كه شعبه اول دادگاه  انقلاب اسلامي تبريز قبلا براي پرونده قبلي برادران عوض پور احضاريه فرستاده و آخر مهرماه را براي رسيدگي تعيين كرده بود.

آقاي مصطفي عوض پور از فعالين حركت ملي آذربايجان قبلا درتاريخ 17/1/85 به دنبال هجوم مامورين به خانه به همراه دو برادر كوچكتر از خودش دستگير شده و همزمان با وقايع اول خرداد تبريز پس از 45 روز حبس در اداره اطلاعات و زندان تبريز با وثيقه آزاد گشته بود.
