MÜRACİƏT:    BİR GÜNEY AZƏRBAYCANLI VİCDAN UCUNDAN DUSTAĞININ İÇƏRİDƏN ANLATDIĞI DURUM

Vicdan ucundan tutuqlumuz Çingiz Bəktavər bəyin vasitəsi ilə içəri durumu ifşa edən bir instansiya daha hüzurlarınıza təqdim edirik. Bu instansiya Güney Azərbaycan milli hərəkatı zəmini üzrədir ki, demokratik yollar ilə öz mübarizəsini irəlilədir. Buna qarşı, İran dövləti Güney Azərbaycanlı tutuqlularına divan tutmaqda və onların insan haqlarını tapdamaqda hələ də əlləri açıqdır.

İran irqçilik siyasəti milli fəallarımızı haqlarımızın tələbindən vaz keçirmək üçün heç bir fitnədən çəkinmir və hər bir cinayət işinə baş çəkir. Bunlara baxmayaraq, Güney Azərbaycanlı fəallarımız öz dirənişlərini yeni zirvələrə yüksəldirlər. İndi yüzlərcə fəallarımız İranın faşist daxmalarında bilinməyən qəddarlıqlara məruz qalmışlar və ən azı siz vicdan ucundan dustaqların bir neçəsinin durumu ilə az-çox tanışsınız, misal  üçün:

• Ərdəbil zindanında: Abbas Leysanlı və Əlirza Yusufi,
• Təbriz zindanında: Həsən Azərbaycan (Dəmirçi), Çingiz Bəxtavər, Dr. Heydəroğlu və Əzimi Qədim
• Tehran zindanında: Saleh Kamrani və Həsən Raşidi
• Zəncan zindanında: Rza Abbasi
• Urmu zindanında: Cavad Abbasi
• Mərənd zindanında: Elyaz Yekənli

Keçmiş neçə ay ərzində biz sizə zindan hasarlarının dalından göndərilən bilgiləri və məktubları hüzurlarınıza çatdırmışıq ki, vicdan ucundan dustaqlarımıza yürüdülən vəhşiliklərdən qrafik təsəvvürlər ifadə edirdilər. İndi də belə bir məktubumuz vardır ki, onu tərcümə edib və diqqətinizə çatdırmaq istəyirik. Burada siz şahid olursunuz ki İranın inadla yürütdü irqçilik siyasətinə baxmayaraq, onlar öz cinayət izlərini basdırmağa olduqca cəhd göstərirlər və göründüyü kimi insan haqlarını qoruyan qurumlarının tədbir və aksiyalarından çəkinirlər.

Biz Amnesty İnternational-a minnətdarıq ki, buraxdıqları təcili aksiya və bəyaniyyələr ilə İranı aşırı əməl aparmaqdan çəkindirmişlər. Üstəlik BMT-nin də keçmişdə Güney Azərbaycana dair raportlarından xəbərdarıq (baxmayaraq ki Noyabr 2005-dəki raport yetərli deyildi). Güney Azərbaycana qarşı insan haqlarının tapdanmasını izləyən BMT raporterlərini biz alqışlayırıq, lakin bu daha yetmir. Sizin indiki zahiri sükutunuz İranın irqçilik siyasətini keçindirmək deməkdir, lakin biz bilirik ki, heç də belə deyildir və siz Güney Azərbaycan millətinin insan haqlarını qorumaq üçün öz üzərinizə aldığınız mandatları yerinə yetirmək istəyirsiniz.

Bir dəfə daha, biz sizə müraciət edirik ki, yuxarıda adları verilmiş şəxsləri özəlliklə və eləcə də dünya icması tərəfindən sizin öhdənizə tapşırılmış Güney Azərbaycan millətinin insan haqlarını qoruma üçün mandatları yerinə yetirəsiniz. Biz acizanə xatırlatmaq istəyirik ki, iş görməyə vaxt elə indidir.

Re       AN INSIDE STORY BY A SOUTHERN AZERBAIJANI PRISONER OF CONSCIENCE FROM IRANIAN PRISONS

We would like to provide you another instance of inside stories provided by a prisoner of conscience, namely by Mr. Chengiz Bekhtaver. This is in the background of the continuing struggle of Southern Azerbaijanis with a determination to use democratic means. Against this, the Iranian government still has a free hand in maltreating the detainees and in violating their human rights.

In this letter, you will find that racist policies of Iran are unashamedly resorting to any ploy for diverting our activists from their demand for our rights. In spite of this, our activists are enriching our human cultures by creating new heights in their resistance and resilience. Now, hundreds of our activists are suffering untold miseries in Iranian dungeons, reminiscent of fascist behaviours but in this day and age. At least, you are familiar with the fate of a number of Southern Azerbaijani prisoners of conscience, including:

• In the Erdebil Prison: Abbas Leysanlı and Elirza Yusufi,

• In the Tebriz Prison: Hesen Azerbaijan (Demirchi), Chengiz Bekhtaver, Dr. Heyderoghlu and Ezimi Qedim
• In the Tehran Prison: The human rights lawyer Saleh Kamrani and Hesen Rashidi
• In the Zenjan Prison: Rza Abbasi (the co-founder of ASMEK)
• In the Urmu Prison: Javad Abbasi
• In the Mərənd Prison: Elyaz Yekenli

In the course of the last few months, we have provided you various letters and monographs by the activist providing a graphic description of savagery inflicted on our prisoners of conscience. Now we have one such monograph illustrating a glimpse of the ordeals that Southern Azerbaijani activists are subjected to. You will notice here that despite the single-minded pursuit of racist policies of the Iranian authorities, they are very careful to cover their criminal traces for being fearful of the actions and statements of human rights organisations.

We gratefully acknowledge that the various urgent actions and general statements by Amnesty International have deterred Iranian extremism and resulted in preventing death and alleviated other most extreme outcomes. We are also aware that the UN has acknowledged the problem of Southern Azerbaijan in the past (but not so forthcoming in the November 2005 report). We commend the UN human right rapporteurs for carefully monitoring the violation of human rights in Southern Azerbaijan but frankly this is not enough. We wish to emphasise that if these rapporteurs take their time in becoming vocal, it could be too late. Your seeming silence is tantamount to appeasing the Iranian racism but we are confident that this is not the case as we have reasons to believe that you want to fulfil your mandate on safeguarding the human rights of the nation of Southern Azerbaijan .

Once again, we appeal to you to take up the cases of the above named activists in particular and safeguard human rights of the nation of Southern Azerbaijan in general towards the fulfilment of the mandate entrusted on your organisation by the world community. We humbly remind you that the time to act is now.

The background to the attached monograph is summarised as follows:

• Mr Chengiz Bekhtaver was of one thousands detained in the wake of the mass protests of the last week of May 2006.
• He was detained in Tebriz but was transferred to the notorious Evin Prison in Tehran together with five other activists named in the monographs, as the authorities were hoping to force out arbitrary confession under torture using their ingenious torturing techniques.
• Having miserably failed, they then wanted to cover up their track, as discussed in the monograph.
• They detainees were denied the right for having their lawyers and visiting their family members.
• Here, you find that Mr. Bekhtaver was finally given the permission to contact his brother by telephone after 80 days of imprisonment and without any contact with the outside world.

Re            Mr. Chengiz Bekhtaver’s Inside Story

Excerpts from the Text by Babek Bekhtaver

Mr. Bekhtaver has been under extreme physical and mental torture during his detention. He was transferred from Evin Prison in Tehran to Tebriz Prison on 20 July 2006 together with a group of prisoners comprising: (i) Qulamrza Emani, (ii) Hesen Erk (Haji Abulu), (iii) Eli Hamid Iman, (vi) Huseyn Heseni, and (v) Dr Ehmed Heyderoghlu. After the transfer, they were called to gather in the prison yard and were ordered to elect a representative to discuss relevant matters with the prison authorities. Mr. Bekhtaver, as a veteran, volunteered to represent the rest of the group.

The interrogators (members of the Revolutionary Guards) straightaway had pressed Mr. Bekhtaver with the accusation that “this group is the cause for all the ongoing problems, difficulties and stinking messes … .” In response to such an accusation, Mr. Bekhtaver had reciprocated: “On the contrary, the ongoing problems and crises are the outcomes of your indifference and stinking policies.” Being faced with such defiance, three of the interrogators then violently attacked Mr. Bekhtaver, knocking him to the ground and dragging him on the floor while hitting his face and head to the prison walls and gates. As if this was not enough, he was subsequently tortured severely both emotionally and physically until losing consciousness.

Eventually, the interrogators told him that the group would only be released upon agreeing to remain silent on their prison experiences and not to disclose anything to the outside world, neither in writing nor verbally. These conditions were flatly refused. Two of the activists, namely Bekhtaver and Heyderoghlu vowed their commitments into two similar frameworks:

·         “The demands of the nation of (Southern) Azerbaijan ” comprising 28 Articles making up a minimum framework, which was compiled at the wake of the ninth presidential elections

·         “The demands of the nation of (Southern) Azerbaijan ” as the statement of the Society of (Southern) Azerbaijani Academics, which was released on 28 May 2006

Contrary to the interrogators’ blackmails, these two activists called upon the Iranian government to comply with these demands. They have expressed to the interrogators that upon being released, they would expose the ordeal to which they were subjected to including aggression and torture. They have also vowed to sue the Islamic Republic of Iran before human rights courts at the international law arenas for being illegally jailed and maltreated and also subjecting to substandard conditions.

According to this information channel, Dr Ehmed Heyderoglu has acted as a bastion of resistance and as an exemplary symbol of defiance. He should be seen worthy of admirations.

Mr. Bekhtaver too has vowed never to give in to blackmails dictated by the mercenaries of the regime. He counts on the expression of solidarity of all the activists of the Azerbaijani national movement for all of our political prisoners.

اظهارات چنگیز بخت آور در  ملاقات با پسرش بعد از 80 روز حبس

  امروز 18 مرداد ماه 1385 بعد از گذشت قریب سه ماه ( 80 روز ) از دستگیری پدرم  چنگیز بخت آور موفق به دیدار ایشان شده ایم.در حالیکه  با توجه به آزادی سایر زندانیان ( گروه 6 نفره) از جمله مهندس امانی ، حسن ارک و .... انتظار آزادی ایشان را در روزهای آتی پیش بینی می کردیم، اما این امر محقق نشد تا اینکه صبح امروز برادرم موفق به ملاقات (از طریق تلفن و پشت شیشه زندان) و صحبت با وی شده است. آنچه درذیل می آید اظهارات پدرم درمورد حوادث و اتفاقاتی که در طول مدت زندان رخ داده  می باشد:

  " از ابتدای دستگیری نامبرده تحت فشار و تضییقات جسمی و روانی شدید قرار گرفته است . بعد از انتقال از زندان تبریز به زندان اوین تهران به دلیل بازداشت و عدم اجازه ملاقات یا ارتباط تلفنی با خانواده دو بار دست به اعتصاب غذاهای چند روزه زده است که نهایتا منجر به اخذ اجازه برای مکالمه تلفنی شده است.

 بعد از انتقال از زندان اوین به زندان تبریز در روز 29 تیرماه 1385 تمامی 6 نفر زندانی مذکور ( غلامرضا امانی ، حسن ارک (حاجی ابوئی)، حامد ایمان، حسین حسنی، احمد حیدراوغلو و چنگیز بخت آور ) را در حیاط زندان جمع می نمایند ، سپس بازجویان از آنان می خواهند که یک نماینده از میان خود برای مذاکره با آنان انتخاب کنند. در این هنگام چنگیز بخت آور آماده گی خود را به عنوان نماینده و ریش سفید از طرف جمع مذکور اعلام می دارد که پاسخی بدین مضمون از طرف بازجویان اطلاعات سپاه  دریافت می کند: « تمامی این مسائل و مشکلات  و بحران های پیش آمده به خاطر گندکاریها و افتضاهات شماها بوجود آمده است.! و... » در پاسخ بخت آور چنین می گوید :« تمامی این مشکلات و بحرانها به خاطر ندانم کاریها و گندکاریهای شما بوجود آمده است.و.. » بعد از دریافت چنین پاسخی از طرف ایشان سه نفر ازبازجویان به چنگیز حمله نموده ، او را به شدت به زمین کوبیده و به طرز فجیعی  در حالیکه سر و صورت وی به در و دیوار زندان کوبیده می شده است  بر روی زمین کشیده و به بازداشتگاه زندان برده اند. گفته های پدرم حاکی از آن است که علاوه برموارد ذکر شده مامورین در بازداشتگاه نیز وی را به شدت مورد شکنجه جسمی - روحی و ضرب و شتم شدید قرار داده اند، بطوریکه برای مدتی زیاد از هوش رفته است.

در ادامه بازجویان، آزادی وی را مشروط به عدم اظهار و بیان آنچه در طول دوران زندان اتفاق افتاده (اعم از کتبی و شفاهی ) می نمایند که این شروط با مخالفت چنگیز بخت آور و احمد حیدر اوغلو مواجه شده و پذیرفته نمی شود. در جواب به این شروط این دو تن با اعلام حمایت از طرح حداقلی و  28 ماده ای « خواسته های ملت آذربایجان» درآستانه انتخابات دوره نهم ریاست جمهوری که تقریبا مشابه و هم وزن بیانیه اخیر«  مجمع دانشگاهیان آذربایجان » تحت عنوان « مطالبات ملت آذربایجان » در 7 خرداد 1385 می باشد، خواستار اجرای آن از طرف دولت ایران شده و  تاکید کرده اند که در صورت آزادی، تمامی آنچه ( فشارها ، شکنجه ها و .. .. ) که در طول دوران حبس بر آنها اتفاق افتاده را افشا کرده و از دولت جمهوری اسلامی ایران به خاطر حبس غیرقانونی و اعمال رفتارهای غیر متعارف و غیر استاندارد در طول دوران زندان به مجامع بین المللی و حقوق بشر شکایت خواهند نمود.

بنا به گفته وی  دکتر احمد حیدراوغلو مردانه در برابر دژخیمان سپاهی رژیم ایستاده و مقاومتی ستودنی از خود به نمایش گدشته است.

در پایان ملاقات پدرم خاطر نشان نموده  که در برابر خواسته های دیکتاتورمآبانه ، زورگویانه و غیر منطقی  جیره خواران رژیم به هیچ وجه عقب نخواهد نشست و در این راستا خواهان حمایت و یاری همه جانبه  تمامی فعالان و مبارزین صدیق حرکت ملی آذربایجان از وی و سایر زندانیان دربند  شده است. "

  اینجانب بابک بخت آور از زندانیان هم بند  پدرم تقاضا دارم که در صورت مشاهده هرگونه کم و کاست یا نقصان درموارد فوق الذکر نسبت به تکمیل و رفع آن اقدام فرمایند. هم اکنون تعداد زیادی از مبارزین حرکت ملی از جمله عباس لسانی و ده ها تن دیگر در اردبیل و سایر شهرهای آذربایجان کما کان زندانی بوده و در شرایط دشواری به سر می برند. لذا از تمامی فعالین ، گروه ها ، تشکیلاتها و ژورنالیست های حرکت ملی آذربایجان استدعا می نمایم که به خاطر پایمال نشدن خون شهیدان همیشه جاویدمان در راه احقاق حقوق ملی و مدنی ملت ترک آذربایجان بصورت مستمر و دنباله دار از حقوق زندانیان دربند دفاع نموده و از تمامی ابزارها و امکانات موجود برای اعمال فشار بر رژیم فاشیستی – شوینیستی جمهوری اسلامی استفاده نمایند. امروز این عزیزان با روحیه و اراده ای پولادین در برابر دشمنان ملت آذربایجان جانانه ایستاده اند .  با دلی پر از امید به آینده و اتکا به پشتیبانی ملت و فعالین حرکت ملی آذربایجان .
