Birleshmish Milletle Teshkilatinin bash katibi cenab Koffi Annen ve beynalxalq qurumlara yolladigimiz mektubun Ingilizce varyantinda sizlere gønderek meselenin ehemiyetinin qeyd edilmesi vacib sayilmaqdadir. Babek qalasinda gechen iller oynanan oyunlarin ve bash vermish hadiselerin qarshisini indiden almaq uchun fealiyetlerimizin artirlmasinin vacibliyi inkar edilmezdir. Sizlerden xahish olunurki, bu veya buna benzer mektub ve muracietlerle oldugunuz yerlerdeki beynalxalq huquq mudafie organlarina bash vuraraq onlarin mudaxilesin ve øzellikle yurush zamani menteqeye gøzlemchi gøndermelerin teleb edesiz.

Kimseye sir deyilki, " Azerbaycan Milli Herekatinin " bu ezemetli yuruyushu bu il øncekilerden daha yuksek seviyede gechirilecekdir. Hech shubhe yoxdurki, biz xaricdekilerin duzgun , muteshekkil ve yorulmaqsizin aparacagimiz fealiyet bir terefden daxildekilere guc verecek, bir terefdende vehshi hucumlarin qarshisinda sedd olacaqdir. Bir daha sizlerden xahish olunurki, imkan daxilinde bu qonu ile bagli chalishmalarinizi artirasiniz.

2000-ci il " Dunya Azerbaycanlilarinin Haqlarini Mudafie Komitesi"-nin meslehet shurasi uzvlerinin imzalari ile huzurlariniza gønderdiyimiz 15 sehifelik cenubi Azerbaycan heqiqetlerin bir daha xatirlatmaq isterdik.O mektubda Halen Iran terkibinde yashayan cenubi Azerbaycanlilarin edalet ugrunda ve milli haqlarinin temini uchun apardiqlari demokratik mubarizenin tarixchesi , bugunu ve umumi durumu teshrih edilmishdir. sizin qovluqlarinizda saxlandigini nezere alaraq o barede birde yazib deyerli zamaninizi almaq niyetimiz yoxdur. Ancaq bir meseleye bir daha toxunmagi vacib sayiriq, chunki bildiyiniz kimi 30 milyonluq cenubi Azerbaycan xalqinin ana dilinde bir tek sinif mektebi yoxdur. Son zamanlar hetta bu dilde danishmaga  bele yasaqlar qonulmushdur. Bu ise insan haqlarini øzune meslek edinmish sizin teshkilatin olmasa bele esrimizde yashayan butun insanligin uz qarasidir.

Hørmetli cenab ; Cenubi Azerbaycanda aparilan sivil mubarizenin demokratik usullari butunlukle BMT-nin beyannamelerine søykendiyine gøre sizin mudaxilenizin vezife borcu oldugu qachinilmaz bir heqiqetdir. Chunki boyuk chetinliklere ,haqsizliqlara ve ezab eziyetlere døzen "Azerbaycan Milli Herakatinin" esas hedefi sizin teshkilatin 1960-ci il 1514 sayili beyannamesinde qebul edilmish " milli muqedderati Teyin" prqnsipleri teshkil etmekdedir. Bunuda xatrlatmaliyiqki, adi chekilen beyannamenin icrasi ile bagli 1966-ci il 2002A sayili muqavileni Iran døvletide imzalamishdir.

Haq ve edalet yolunda, beynalxalq huquq ve qanunlara søykenerek aparilan bu demokratik mubarizenin zirvesin her il jul ayini birinci cumesinde " Babek Qalasindaki" azerbaycan xalqinin genish demonstrasyonu teshkil etmekdedir.

Ancaq son iller Tehranin vehshiyane hucumlarina meruz qalan Babek Qalasi yuruyushchuleri sonsuz ezab - eziyetlere qatlanmali olurlar. Gechen iki ilde bu hucumlarin aci neticeleri ,yeni minlerle insanin saxta ittihamlarla zindanlarda , mehkemelerde yada agir zemanetler altinda ezildiyini 23-07-03 tarixli 181/2003 sayi ve 29-07-04 tarixli 249/2004 sayili mektublarla BMT-nin Genevredeki insan haqlari ali komiserliyine -Amnnesty intenational ve bashqa beynalxalq huquq mudafie teshkilatlarina bildirib yardim istemishdik.

Babek Qalasi yuruyushune 3 ay qalmish indiden cavanlarimiza tezyiqler artmish planli suretde mehkeme organlari ishe salinmish hede qorxular butun shiddeti ile devam etmekdedir.

Bu vesile ile sizden xahish edirikki, gec olmadan  bu meseleye mudaxile ederek ,gechen iller bash vermish asib-kesmelerin tikrarlanmamasi uchun mezlun xalqimiza yardimchi olasiniz.

Re     THE ANNUAL DEMONSTRATION IN BABEK CASTLE

 

We would like to remind you once more of the 15 page Communiqué sent to you in 2000 by the Committee of Defending the Rights of the World Azerbaijanis undersigned by its Advisory Council members. The Communiqué describes Southern Azerbaijan, presently subjugated by Iran, and it covers our aspirations for justice, the history of our democratic struggle to secure our national rights, and current issues. Taking into account that you have retained our Communiqué in your files, we wish not to add to it any further. However, we are obliged to highlight the following point. As you know the 30 million Southern Azerbaijanis are denied of the right for studying in our mother tongue by as meagre as a single lesson in their entire educations. In the last few years, the appeased Iranian government is daring to forbid speaking in our language. Persian chauvinism at this scale is disgrace to humanity of our age if not to your organisation regarding human rights as your business.

 

Your Excellency, the ongoing civil struggle in Southern Azerbaijan is wholly embracing democratic principles and upholding the proclamations of the United Nations, and therefore deserving your unswerving support and setting a challenge for your duty of care to intervene against Persian chauvinism. The national movement of Azerbaijan conforms to, and inspired by, Proclamation 1514 of 1960 conferring the right to “self-determination” under the auspice of your organisation, even if this prolongs hardships and injustice against our nation.  May we remind you that, the state of Iran is also an under-signatory to Treaty 2002A in 1966 concerning the implementation of the aforementioned Proclamation.

 

In the name of justice and upholding international law, our struggle culminates its annual peak through the popular demonstration in “Babek Castle” the first Friday of every July.

 

However, over the last few years, brutal attacks instigated by Tehran have inflicted enormous sufferings on the demonstrators of Babek Castle. Subsequently, thousands of human beings have been jailed with false accusations, repressed in trial courts or have been suffering heavy bails, see our letter 249/2004 on 29 July 2004. In this relation, we appealed to you requesting the support of the UN, Commissariat of Human Rights, in Geneva, also Amnesty International in London and other international organisations defending human rights.

 

Three month ahead of the demonstration in Babek Castle, already we have been detecting increasing pressures on our youngsters; the machineries of trial courts are being orchestrated; and waging threats and intimidations.

 

We are requesting you to respond to the matter raised above by mobilising your support before it is too late, and to prevent waves of imminent repressions by the appeased regimes of Tehran, as happened in the last two years.

 

We look forward to your support and the dispatch of your envoy as an observer.
